2009 Marshall County Multi-Hazard Mitigation Plan


Multi-Jurisdictional Participation Activities

According to 44 CFR Section 201.6(a)4, "Multi-jurisdictional plans may be accepted, as appropriate, as long as each jurisdiction has participated in the process&" The table in this Appendix illustrates each jurisdiction's participation within Marshall County in the plan update; qualifying it as a Multi-Jurisdictional Plan. School districts, which by Federal definition are included as local governments, are also included on the table.

Each jurisdiction was given the opportunity to participate in every step of the plan update, from the kick-off meeting in August 2008 to the signing and adoption of the resolutions in July 2009. If a jurisdiction's representative was unable to attend a meeting, the handouts and exercises were forwarded to those representatives so that their input would be included in the plan. For some of the more critical items, a planning team member visited with those who needed assistance in completing the exercises.

Table I-1 included in this Appendix lists each jurisdiction within Marshall County and the various meetings and activities that each jurisdiction could participate in. An X indicates the events in which the jurisdiction chose to participate. Examples and conclusions of the activities are shown in Appendices B through F, and information on the meetings is included in Appendices G and H.

During the drafting stage of this plan, the Director of the Marshall County EMA met with each school board within Marshall County and walked them through the hazard profiles, public surveys, and the mitigation measures worksheet. The school districts authorized the EMA Director to represent them on the Hazard Mitigation Planning Committee and throughout the planning process. Their direct participation in the planning process is shown on Table I-2.
